Java China Japan Lijn whose head office is at Amsterdam
and whole nead office for the Far East is at Hongkong
enquire whether they would be committing offence of
trading with Enemy if they send steamer to Sabang to
embark cargo for Japan from Austrian and German ships sheltering at Sabang, Transaction appears to be illegal but I should be glad to receive permission to grant a licence. The cargo would pass through Hongkong without trazshipment and would not be liable to seizure as the ship would be a ?Dutch ship.
